The Institute for Canadian Citizenship (ICC) was founded in 2005 by the Rt. Hon. Adrienne Clarkson, the first refugee to become Governor General, and the acclaimed intellectual, John Ralston Saul. They wanted to help new immigrants enjoy the same success and feeling of belonging and possibility Madame Clarkson experienced, to advance newcomers’ path to full integration and inclusion in Canadian life. The ICC is a fitting emblem of those aspirations.

The ICC unlocks Canada for newcomers, facilitating and encouraging the journey towards full and active Canadian citizenship. We achieve this with three core programs including the Canoo Access Pass.
